Urge the Governor, elected officials to oppose any legislation

that would repeal our remaining nuclear construction moratorium

Fall Legislative Session dates: Oct. 14-16; 28-30

Greetings Safe-energy Champions –

With the beginning of the Fall Legislative Session only a week away, NOW is the time to contact the Governor and your state legislators to tell them, in no uncertain terms – no new nuclear plants in Illinois; preserve the nuclear moratorium!

Bills in the Illinois House and Senate (HB4116,  SB1874) would repeal the remaining moratorium on construction of LARGE and so-called ADVANCED nuclear power plants; and redefine small modular nuclear reactors (SMNRs) as “renewable energy.”  Fully repealing the moratorium does nothing to dispose of the 11,000+ tons of high-level radioactive wastes (HLRW) in Illinois but would create more.  Defining nuclear reactors as “renewable energy” is language straight out of Orwell’s “1984,” but would make SMNRs eligible for access to genuine renewables funding and transmission access over real RENEWABLE energy sources.

Governor Pritzker said on August 13, in response to a question on managing energy costs, “We in Illinois can do something very important; we can get rid of the moratorium on nuclear, which has been in place for decades now. We already got rid of it on small modular nuclear. We can do that on large nuclear. It’s going to be an important part of the transition to renewable energy everywhere and to our 2050 goal of clean energy.” (Nuclear News, 8/18/25).  This claim is nonsense.

More reactors threaten the CEJA the renewable energy goals; and create further bottlenecks constricting renewables access to the already overcrowded and antiquated transmission grid.  And of course – these reactors would ultimately be paid for by YOU, the ratepayer and taxpayer, through rate hikes and subsidies.

It gets worse. In Spring the Trump Administration signed Executive Orders which effectively gut the Nuclear Regulatory Commission, making present and future reactors unsafe.  UCS scientist Dr. Ed Lyman stated, “the Trump administration is virtually guaranteeing that this country will see a serious accident or other radiological release that will affect the health, safety, and livelihoods of millions.” 

So once again, it’s up to us – you and NEIS – to stop this nuclear juggernaut.

THIS IS YOUR LAST CHANCE TO STOP THE PRO-NUCLEAR FORCES FROM SABOTAGING RENEWABLES AND INCREASING THE RADIOACTIVE WASTE HAZARD!

THE MESSAGE FOR YOUR OFFICIALS AND ENVIRO COLLEAGUES:

  1. OPPOSE any bills or language promoting nuclear moratorium repeal or new nuclear plants.
  2. Call for the creation of a “citizens nuclear oversight panel,” using as an initial template HB5630 from the 2024 Legislative session, introduced by Rep. Lilian Jimenez.
  3. Call for creation of just transition legislation to protect reactor communities and workers from the economic disruption of eventual nuclear plant closure.
  4. Support the CEJA goals of more renewables, efficiency, energy storage and improved transmission (Clean and Reliable Grid Affordability Act, SB25) instead.
  5. If you are a member of an environmental, E/J or consumer organization, ask that group to publicly endorse these goals, and oppose nuclear moratorium repeal.

Safe-energy and environmental activists need to contact your rep and senator, and call on them to oppose these pro-nuclear plans!

WHAT YOU CAN DO: SESSION BEGINS OCT. 14TH. ACT NOW!!

1.)   Contact your state Rep and Senator , using the messages above.  Find yours and get contact info by clicking this link, and following the instructions.  Be polite, but assertive:  Let them know that Illinois’ energy future is extremely important  to you, and that you don’t want nuclear to be a part of it.

2.)   Deluge Governor Pritzker’s Comments page on his website, or send a letter to him in Springfield and Chicago, letting him know that you do not want more nuclear plants in Illinois’ energy future.

3.)   Use the postcard language provided below to get others to send postcards to the Governor opposing new nuclear reactors in Illinois.

Even if you’ve done this previously, do it all again!  Visit the NEIS website for more details, NEIS’ testimony, and arguments against the Moratorium repeal and SMNRs.  Share this with friends and family, and ask them to act too.

The Legislative Session is scheduled to begin Tuesday Oct. 14th.  A climate action day is scheduled for Wednesday, Oct. 15 at the State Capitol Building in Springfield. Quite literally, your actions will determine whether the energy future of Illinois will be nuclear or renewable.

   I write to urge you:  do NOT sign any legislation that allows for more nuclear plants in Illinois.

   You have reportedly said, “I’m hell-bent on removing the moratorium on new nuclear energy production.”  This enormous mistake jeopardizes the goals of CEJA, while threatening the health and safety of the public, the economy and the environment.

   Recent Trump Administration Executive Orders 1.) eviscerate the NRC’s staff and authority; 2.) put hasty nuclear construction before safety; 3.) further restrict public input in new reactor building.  The NRC also seeks to weaken public radiation exposure standards. Trump recently gutted the nation’s radioactive waste review board.

    All this while no solutions are proposed for radioactive waste disposal; just transitions for nuclear communities; and transmission connection for renewables.

   Clearly, with this reduction in nuclear safety, now is NOT the time for more nuclear plants. Preserve Illinois nuclear moratorium.

Thank you so much for signing on to the letter to Governor Hochul urging her to support an appeal of the decision to overturn the Save the Hudson bill (the letter to Hochul and the court decision are [LINKED BELOW]). 
 
The letter was mailed to Governor Kathy Hochul and Attorney General Letitita James yesterday via Express Mail. There is a judicial conference on Thursday, Oct. 9 at 3pm and we will let you know when we have information about that conference.  
At the Decommissioning Oversight Board on September 25, Holtec was asked about their plans to dump the tritiated water into the Hudson since the decision was released the evening before the meeting on Sept. 24th. The Holtec representative said they currently have no plans to discharge the wastewater, but we know that Holtec cannot be trusted.
Many people are asking what they can do now. The petition that was created in 2023 is still active and people can sign on now: https://www.change.org/p/stop-the-1-million-gallons-of-radioactive-waste-to-be-dumped-into-the-hudson-river.
Please call Governor Hochul at 518-474-8390 and tell her you oppose any new nuclear power at Indian Point and you urge her to support an appeal of the decision to dump the radioactive wastewater.
